Canada welcomed a total of 13,645 skilled immigrants as new permanent residents in July 2020. This figure was extremely low given that July is one of the busiest months for Canadian immigration.
Year over year, the number of permanent residents (PRs) in Canada in July 2020 was down 63% from July 2019. The month of July was the busiest month for Canadian immigration in 2019. That month Canada welcomed 36,615 new permanent residents.
Canada typically welcomes some of its highest levels of new immigrants in July. This is because immigrants settle in Canada during the hot summer months and enroll their children in school before the start of the school year across Canada in late August and early September. September.
Admission to Canada in July 2020 was also lower than the 19,200 immigrants received by Canada in June of this year.
June 2020 has been the strongest month for PR levels in Canada since the coronavirus was declared a pandemic in March. Before June, Canada had welcomed 11,000 immigrants in May and only 4,000 in April.
Following the onset of the pandemic, the intake of PR to Canada fell in April due to the introduction of travel restrictions by Canada, which remain in place, as well as other coronavirus-related disruptions, such as that approved immigrants cannot find available flights to bring them to Canada.
It is important to note that some approved permanent residence applicants are currently eligible to move to Canada despite travel restrictions. For example, holders of the Confirmation of Permanent Residence (COPR) who obtained their COPR on or before March 18, 2020, are among those who are exempt.
The low PR numbers for July are due to current challenges with coronaviruses. Travel remains difficult during the pandemic, with flights to and from some countries restricted since March. This means that even people who got their COPR on or before March 18 might not be able to travel to Canada to complete their permanent residence process.

Latest status on Canada immigration
Canada is still processing immigration applications during the pandemic and issuing new invitations for permanent residence to successful applicants.
Canada’s flagship system for handling economy class immigration applications is called Express Entry. Express Entry draws have been running every two weeks since March.
IRCC has issued more Express Entry invitations to apply for permanent residence on an annual basis. As of the last Express Entry draw which took place on September 2, IRCC has issued 69,950 ITAs in 2020 to date, up from 56,200 at the same time in 2019.
Provincial Nominee Program (PNP) also continues to operate. Canada also remains fully focused on its commitment to its 2020-2022 immigration levels plan. When you add these factors up, IRCC expects Canada’s PR numbers to increase once the pandemic ends.
