Province of Quebec has issued a total of 162 ITAs (Invitation to Apply) to apply for selection under Quebec Skilled Worker Program (QSWP). Quebec has released the details of two provincial draws that were held on October 23 and October 29.
In the draw that was held on October 23rd, Quebec invited 189 skilled candidates. These candidates have to meet the needs of Quebec’s labour market.
Candidates invited in the draw were among the approximately 16,000 QSWP candidates whose original applications were canceled by passage of reforms to Quebec’s Immigration Act. They were also exempted from the cap that had been in place when they first applied to QSWP or were residing in province on a study or work permit on June 16, 2019.
On October 29th provincial draw; another 73 candidates were invited to submit an application for permanent resident.
Candidates who were invited needed to have a valid job offer of employment. Invitations were also issued to foreign nationals staying in the province carrying out official duties. Among other occupations, these officials included diplomats, consular officers, and representatives of an intergovernmental organization such as the United Nations.
All of the invited candidates had an Expression of Interest (EOI) in Quebec’s Arrima portal.
Arrima portal was introduced in 2018 in order to manage the profiles of candidates who have applied under QSWP after the QSWP switched from a paper-based “first-come, first-served” application approach to EOI system.
EOI system manages the profile of the candidates applied under QSWP for Quebec Selection Certificate (CSQ), which is required to apply for Canada PR Visa through QSWP.
Candidates have to submit an EOI profile with Arrima, which is then submitted into the pool of other registered candidates that are ranked based on either a score or criteria.
CSQ is issued to the candidates by the provinces, which are able to fulfill the requirements of labour needs in the province’s rural areas or based on candidate EOI profile’s score.
With CSQ, candidates are able to apply for Canada PR Visa to the IRCC (Immigration, Refugees & Citizenship Canada).
