Quebec’s Immigration ministry announced on Wednesday, province to invite up to 44,500 new PR and issue up to 24,700 new selection certificates in 2020.
With the majority of new admission in 2020 approximately 59 percent, is expected from Quebec’s skilled immigration programs that include the Quebec Skilled Worker Program (QSWP). This increment in admission rate is in response to Quebec’s labour needs “while respecting its capacities for welcoming and integrating” new arrivals.
This level of increment of 2,700 over its maximum of 41,800 newcomers for this year, is in line with the governing coalition government’s promise for progressive increment in immigration levels after reducing the rate by 20 percent. This reduction in the admission rate was important in order to make sure new arrivals are properly integrated into Quebec’s majority French-speaking society and its labour market.
Immigration Minister of Quebec, Simon Jolin-Barrette, said province’s immigration level could return to above 50,000 – level before CAQ’s win in office in 2018 – by 2022.
Province of Quebec has set the range of immigration between 25,500 and 26,300 for economic immigration programs, with 22,000 for skilled workers.
Business immigration programs have maximum 3,600 admissions, that includes Quebec Entrepreneur Program and Quebec Self Employed Worker Program
700 admissions are also set for “other economic categories” – caregiver and other.
Family sponsorship, Refugee and other immigration programs have the allocation for 18,200 new permanent residents.
Under the provision of Canada-Quebec accord, Quebec can nominate all Economic Class immigrants and certain refugees. Once the candidate is selected, they are awarded a Quebec Selection Certificate (CSQ) that allows them to apply for Canada PR Visa. Quebec’s plan calls for issuing between 20,100 and 24,700 selection certificates in 2020 – slightly less than its plan for 2019, which had a range of 20,200 to 24,800.
