Immigration ministry of Quebec has issued a total of 23 invitations in the latest round of invitation for the candidates who have submitted their application for provincial nomination under Quebec’s Regular Skilled Worker Program. Ministry of Immigration, Francization, and Integration (MIFI) held the latest draw through the Arrima portal on Jan 16th.
Candidates that were issued invitations in the draw were the applications that were among the cohort of 16,000 pending applications that were canceled in Quebec immigration reforms of June 2019, also known as Bill 9.
For a candidate to be invited, they were required to file an Expression of Interest (EOI) with MIFI before December 17, 2019. They also required having either a temporary resident of Quebec when they applied, or hold a work or study permit in the province at the time. EOI must be registered with the Quebec, through the online portal – Arrima. Once the application is submitted, MIFI will assess the application and will issue the invitations to the applicants who are able to meet the demands of the local labour market.
Arrima portal was introduced in 2018, to manage the applications submitted under Quebec’s Regular Skilled Worker Program. Arrima portal replaced the previous method of the “First Come, First Served” approach.
EOI system allows the province of Quebec to manage the applications of the candidates for the Quebec Selection Certificate (CSQ). This CSQ certificate is required for the skilled immigrants to apply for Canada PR Visa through Quebec’s Regular Skilled Worker Program.
All the EOI profiles through Arrima, are submitted together in the Quebec’s EOI pool and are ranked based on the Quebec’s point assessment grid.
Invitations are issued to the higher-ranked profiles based on the EOI score or other factors such as the province’s labour market needs.
With these invitations candidate is able to apply for a CSQ within an average period of six months, starting from the date when the application with the proper set of documents is received and added to the file.
Candidate with CSQ will be able to apply for Canada PR Visa to the Immigration, Refugees & Citizenship Canada (IRCC). There they will undergo a medical examination and a criminal admissibility check.
