MPNP has invited international graduates and skilled workers through three immigration streams, issuing Letters of Advice to Apply (LAAs) were distributed as follows with their respective Expression of Interest (EOI) score requirement:
Of the 206 LAAs issued, 22 went to Express Entry applicants. The MPNP says it will refuse any candidate who does not have a valid Express Entry ID, a job seeker validation code, and verifiable experience in an occupation on Manitoba’s In-Demand Occupation List.
MPNP’s overseas skilled worker candidates are invited as part of a strategic recruitment initiative.
If applicants scored higher than the minimum ranking but did not receive an LAA, it could be because:
“If any of these scenarios apply to you, you may want to update your EOI with the correct information to be considered for the next pool draw [Expression of interest], ”the MPNP said in a press release.
Candidates who exercise a regulated profession have been invited to this draw. The MPNP says it can refuse applicants who do not work in a regulated profession or who do not provide proof that they have completed all stages of obtaining a permit to work in Manitoba.
“If this applies to you, you may want to consider declining your notice to apply for a letter,” the MPNP said in the statement. The October 22 draw brings the total number of LAAs issued so far this year to 4,068.
Manitoba PNP’s “enhanced” Express entry stream
Candidates eligible for Express Entry are ranked based on a Comprehensive Ranking System (CRS) score that takes into account human capital factors such as age, work experience, education, and language skills.
Higher ranked profiles are then invited to apply for Canada PR Visa through regularly held express entry draws.
Express Entry candidates who get a provincial nomination receive an additional 600 CRS points and effectively guarantee an ITA and submit their application for Canada PR Visa to the IRCC. Candidates in the Express Entry pool who received a provincial nomination must have declared a valid Express Entry profile and provided a job seeker validation code.
MPNP’s EOI System
Individuals wishing to immigrate under the Manitoba Provincial Nominee Program (MPNP) must register an expression of interest with the MPNP to receive an LAA through the Skilled Worker in Manitoba and Skilled Worker Overseas streams.
In the MPNP EOI system, applicants are awarded 1,000 points for human capital characteristics such as their English or French language skills, education, work experience, relationship with Manitoba, and other factors.
The Skilled Workers in Manitoba Streams and The Skilled Worker Overseas Class allow the province to nominate skilled workers who can meet the needs of the Manitoba labor market.
Applicants abroad must have an established connection with Manitoba. This can be shown by close family ties or friends in the province, previous experience in Manitoba, or an invitation to one of MPNP’s strategic recruitment initiatives.
Applicants do not need to be physically present in Manitoba at the time of application to be eligible.
Successful applicants in Manitoba’s Skilled Worker category must meet certain criteria, such as having a permanent full-time job offer from a Manitoba employer.
International students who have graduated from an educational institution in Manitoba may receive an LAA under the International Education stream if they have in-demand skills.
