In its last draw, Manitoba issued 189 invitations to immigrant applicants to apply for a provincial nomination for permanent residence.

The latest round of invitation held on October 8 draw brings the total number of LAAs issued so far this year to 3,671. This is the 100th draw in Manitoba since the program began in 2014. Of the LAAs issued in the October 8 draw, 20 were awarded to applicants with a valid profile in the federal Express Entry system.
Applicants who can qualify for the Express Entry program are ranked in the express entry pool based on a CRS score that takes into account human capital factors such as age, work experience, education and language skills, etc.
Higher ranked profiles in the MPNP’s EOI pool are invited to apply for permanent residence in Canada through regular draws in the Express Entry pool.
Those who receive a provincial nomination certificate get an additional 600 CRS points and are effectively guaranteed an ITA from IRCC. Express Entry candidates who received a provincial nomination by MPNP in this draw must have a valid Express Entry identification and provided a job seeker validation code.
Individuals wishing to immigrate under the MPNP must register an expression of interest with the MPNP to receive an LAA through the Skilled Worker in Manitoba and Skilled Worker Overseas streams.
In the Manitoba immigration system, all the applications are ranked out of 1,000 points for factors of human capital characteristics such as their English or French language skills, education, work experience, relationship with Manitoba, and other factors.
The Skilled Worker Overseas category and the Manitoba Skilled Worker category allow the province to nominate skilled workers who can meet the needs of the Manitoba labor market.
Applicants must have a “strong” connection to Manitoba. This can be demonstrated by close family ties or friends in the province, previous experience in Manitoba, or an invitation to one of MPNP’s strategic recruitment initiatives.
Applicants do not need to be physically present in the province at the time of application to be eligible. All the applicants in the Manitoba Skilled Worker category must meet certain criteria, such as having a permanent full-time job offer from a Manitoba employer.
International students who have graduated from an educational institution in Manitoba may receive an LAA under the International Education stream if they have in-demand skills.
