Quebec’s First Round of Invitations Via Newly Introduced Expression of Interest System Expected Soon

Quebec’s Expression of Interest system

The province of Quebec is expected to start issuing invitations to the Quebec’s skilled worker program subcategory registered candidates who have submitted their Expression of Interest through its online Arrima portal.

EOI is a way through which the candidate is able to notify the Quebec’s Immigration Ministry instead of submitting an application that they want to be considered for the Quebec Selection Certificate (CSQ). Online portal – Arrima was introduced last year to manage the profiles of the candidates who have submitted Expression of Interest (EOI) to the Quebec’s main skilled worker immigration program. Since its introduction in last year’s September, Arrima portal has over 100,000 EOIs submitted.

With the introduction of Arrima portal, Quebec province is able to replace their old system of accepting the applications based on the first-come-first-served for the Skilled Worker Program. This way, the province of Quebec was able to meet the demands of their local labor market.

Expression of Interest (EOI) system allows the candidates to create their profile by submitting their credentials like age, education, language proficiency in French, area of training and work experience. Based on the credentials, the candidate’s profiles are awarded points. Invitations are issued to the candidates based on their score or based on the shortage of skilled labor in the provincial labor market. Once a candidate is able to get their CSQ certificate, they are able to apply for permanent residency to the Immigration, Refugees & Citizenship Canada (IRCC) which verifies medical and criminal admissibility.

Quebec’s Immigration minister, Simon Jolin-Barette, in his latest press conference stated that the Arrima system is designed to meet the labor market needs for the skilled labor and will help in reducing the processing time for applications to six months.

In the latest adoption of new reforms to the province’s immigration laws, it has lead to the application dismissal of thousands of applicants under QSWP. Jolin-Baretter invited those applicants to complete their EOI and also saying that the priority will be given to the 3,700 candidates who are currently residing in the province of Quebec. Priority for the invitations will be given to the candidates who:

• Had applied for a selection certificate under QSWP and were a temporary resident of Quebec at the time of their application
• Had applied for CSQ in the Quebec Skilled Worker Program and were in the province as of June 16, 2019
• Hold a validated job offer from an eligible Quebec employer

A new feature will be added in the Arrima portal on February 2020, will allow the eligible employer to access the list of the candidates who will be able to meet their specific needs. This feature will allow the employers to contact the skilled candidate with a job offer directly through the online Arrima portal in order to start their immigration process.
