Skilled immigrants who have applied under the Quebec Skilled Worker Program (QSWP) have started to get invitations through their Expression of Interest profile in the newly introduced Arrima portal. These invitations have been issued in form of a notification email on Thursday, July 4th.
Candidates who have received the invitation has 60 days to submit a completed application to get a Quebec Selection Certificate (CSQ). The Arrima portal was launched in September 2018, to help to manage the profiles of the candidates who have applied under the Quebec Skilled Worker Program (QSWP). This portal allows the candidates to create their Expression of Interest (EOI) profile, which is then submitted into the pool of the candidates who are to be considered for PR status in the province of Quebec.
These invitations were issued to the candidates based on the priorities given to them by the provincial government of Quebec. To be eligible to get the invitation, Candidates needs to either have a validated job offer from an eligible Quebec employer or must be able to meet any of the following conditions:

On Jun 16, 2019, Quebec has rejected over 16,000 pending applications for the QWSP when they passed the new reforms to Quebec’s immigration laws. These canceled applications were all filed before the introduction of the Arrima portal. Arrima portal helps to match immigrants to the specific labor needs of employers in the local labor market of the province. Candidates, who are in one of the two prioritized groups affected by the reforms, and has not created an Arrima profile have until December 16, 2019, to create the same to be considered to get an invitation to apply for a CSQ.
Ministry of Immigration, Diversity, and Inclusion (MIDI) has stated there will be several rounds of invitations between now and January 16, 2020, for the prioritized candidates described above.
