Year 2019 Starts with the Largest First Express Draw for Express Entry Program

Immigration, Refugees & Citizenship Canada (IRCC) started year 2019 with an express draw that has issued the largest number invitations for the first express draw of the year since the inception of express entry program – 3,900 invitations. Candidates with the Comprehensive Ranking System (CRS) score of a minimum of 449 points were given the Invitation to Apply (ITA) to apply for permanent residence visa.

Last record for the maximum number of invitations issued in first express draw of the year was for year 2017, where total number of invitations issued was 1,000 ITAs les in comparison to this year invitations. Year of 2018 which went to break the number of invitations issued in a single year saw its first express draw issue 2,750 invitations.

This large size of invitations issued in first express draw of the year marks the start of the year that is expected to break last year maximum number of invitations issued in a single year – 89,800 ITAs issued last year 2018 as targeted by the Immigration, Refugees & Citizenship Canada (IRCC).

These invitations are sent to the candidates who have applied under federal government’s Express entry program. Express entry program is a point-based program that manages the profile of the candidates who have applied under economic skilled immigration programs – Federal Skilled Worker Program (FSWP), Federal Skilled Trades Program (FSTP) and Canadian Experience Class (CEC).

Express entry program uses a ranking system that ranks the candidate’s profile based on points that are awarded to them based on some factors like age, language proficiency, work adaptability etc. This ranking system is the Comprehensive Ranking System (CRS). Highest ranking profiles are then given the Invitation to Apply (ITA) to apply for permanent residence visa to the IRCC.

Canada government’s multiyear immigration plan will see the government welcome more skilled immigrants as permanent residents in 2019 than in comparison to the last year. The government has targeted 81,400 through skilled immigration program for 2019, in comparison to 74,900 last year. Mostly skilled immigrants apply for permanent residence visa via the express entry program.

With this size of invitations issued in first express draw, it is expected for IRCC to meet their expectations. Last year sees the size of invitation issued increased gradually from 2,750 ITAs to 3,900. If year 2019 is going to follow a similar pattern then we can imply that the size of invitations issued will also increase this year from 3,900.

January 10th express draw sees the minimum CRS score cut-off set at 449 points which is 10 points more than the last express draw that was held on December 19. Reason for the increment in CRS score cut-off was mainly because of the time interval between the express draws. With this longer period of intervals means more number of candidate can enter the express pool or can also take measures to increase their CRS score.

For the issuance of invitation in express draw held on January 10, IRCC uses its tie-break rule system. Time stamp that was used was January 2, 2019 at 11:40:53 UTC. This implies that candidates with CRS score above 449 and who have submitted their profile into the express entry system before January 2, 2019 at 11:40:53 UTC received an ITA in this express draw.
