Immigration, Refugees and Citizenship Canada (IRCC) has conducted a major Express Entry draw for Canadian Experience Class (CEC) candidates on December 16, 2025, bringing welcome relief to skilled workers already living and working in Canada.
In this surprise round, IRCC issued 5,000 Invitations to Apply (ITAs) with a minimum CRS score of 515, marking the lowest CRS cut-off for CEC candidates in 2025 to apply for Canada PR.

This latest draw highlights Canada’s continued focus on retaining temporary residents who have gained valuable Canadian work experience and are already integrated into the labour market. The reduced CRS threshold significantly improves PR prospects for CEC candidates.
IRCC announced the latest Express Entry Draw, specifically for the Canadian Experience Class (CEC), issuing 5,000 ITAs on December 16, 2025, with a minimum CRS score of 515.
If more than one candidate has the lowest score, the cut-off is determined by the date and time of their Express Entry profile submission.
