Candidates for the Provincial Nominee Program are the exclusive focus of the IRCC's most recent Express Entry Draw. Candidates who met the minimal CRS score of 788 were invited on July 21, 2025.
Being the 13th PNP Draw of 2025, IRCC confirms the continuous focus on Canada Immigration pathways that match the requirements of the local labour market. This round's tie-breaking rule was decided upon at 23:50:45 UTC on June 5, 2025.
This also means that the candidates who had completed their profiles before the designated time received an ITA in cases where many candidates achieved the lowest CRS score of 788.
Applicants must have received a provincial nomination to be eligible for this draw; 600 points are automatically added to their base Express Entry Score. Thus, if a candidate gets nomination from a province or territory, even those with a low CRS score are eligible to obtain ITAs through the PNP method.
Following the Canadian Experience Class (CEC) draw on July 8 and the other PNP draw on July 7, 2025, with a cut-off score of 750 for 356 invitations, comes the draw on July 21. The increased focus on program-specific draws, particularly PNPs, shows the IRCC’s commitment to promoting regional economic growth through Canada Immigration.
In 2025, 13 PNP draws were held under Canada Express Entry System. These draws have issued 6053 ITAs to qualified candidates. The minimum CRS score being recorded was 667, and the highest was 802.

Applicants in the Express Entry program who aim for permanent citizenship through the PNP pathway are more likely to get selected with the additional 600 CRS points given with a nomination. Provincial nomination offers a significant advantage to candidates, particularly those over 40 or with lower language proficiency scores, as general CRS cut-offs for federal draws remain high.
PNP and CEC categories are expected to change in the next Express Entry Draws. Candidates must follow the provincial nomination program and keep their profiles up to date to increase their chances of receiving an invitation to apply.
