On September 12, 2025, Newfoundland and Labrador issued its latest draw, with 354 Invitations to Apply (ITAs) for candidates who want to apply for Canada PR. In this newest draw, they invite both the NLPNP and Atlantic Immigration Program (AIP).
Moreover, this is the 9th draw of the year. The latest draw in Newfoundland and Labrador invited applicants through its newly launched Expression of Interest (EOI) system. This EOI is the only system through which candidates can apply for the specific PNP.

Newfoundland and Labrador PNP latest draw invited 353 Invitation to Apply (ITA) candidates under the NLPNP and AIP for skilled workers.

The expression of interest (EOI) primarily involves two steps: creating a profile with complete qualifications and receiving an Invitation to Apply (ITA) from the provincial government. This is specifically for skilled workers or the highest-ranked candidates who fulfill labour market needs. These are the only formal invites that apply for the provincial nomination, which leads to permanent residence.
However, this latest change can ensure that the immigration spaces are allocated in the year. This will help employers respond to and evolve in line with the labour market needs in specific sectors, such as healthcare and education.
There are several steps involved in how the new Express of Interest (EOI) model can work. That includes:
Step 1: Create a profile: For this step, submit your EOI profile online and provide all the necessary details required to complete it, such as education, work experience, and language proficiency.
Step 2: Province Review Profile: Your submission of the EOI profiles has been reviewed by the Newfoundland and Labrador government and ranked according to their qualifications and how they align with the labour market demand.
Step 3: Receive an Invitation: After reviewing the EOI profile, the highest-ranked applicants will receive an Invitation to Apply (ITA).
Step 4: Apply for PNP: After getting an ITA, you are eligible to apply for provincial nomination through the Newfoundland and Labrador Provincial Nominee Program (NLPNP) and Atlantic Immigration Program (AIP).
Step 5: Apply for PR: If the applicants are nominated, then they are eligible to apply for Canada PR.
This EOI system is introduced to create a more organized, effective, and efficient immigration process.
