Ontario has once again opened doors for skilled foreign workers. In the latest Ontario PNP Draw, the province issued 916 invitations under the Employer Job Offer stream, underscoring strong demand from employers across multiple regions and industries.

However, in 2025, Ontario PNP issued 12,528 invitations through its Employer Job Offer streams. This included 4,860 invitations through the Foreign Worker stream, 6,605 through the International Student stream, and 1,063 through the In-Demand Skills stream.

Employer Job Offer Streams About Geographic Focus Reveals

Eastern Ontario emerged as the clear winner with 305 invitations, one-third of the entire allocation. This heavy weighting toward cities such as Ottawa, Kingston, and Cornwall suggests either robust employer participation or deliberate policy intervention to strengthen the corridor.

In the latest Ontario PNP draw, the 68 northern Ontario invitations represent the smallest regional share, reflecting the practical reality of limited job opportunities across the vast, sparsely populated territory stretching from Sudbury to Thunder Bay.

There were 239 picks in Southwestern Ontario, reflecting healthy labour demand in the manufacturing and service centres of London, Windsor, and Waterloo. Central Ontario, excluding the GTA, tallied 304 spots-evidence of the vigorous economic action happening in satellite cities, including Barrie, Guelph, and Peterborough.

The score patterns reveal a counterintuitive pattern: Central Ontario had the lowest graduate threshold at 71 points, while remote Northern Ontario required 77. This may partly be because international students compete even in smaller communities, with graduates clustering near their alma mater regardless of location.

One absolute requirement universally applied: physical presence in Canada. Ontario accepted zero applications from people still living abroad, reinforcing its strategy of converting temporary residents into permanent ones rather than recruiting internationally.
