Ontario has taken another major step toward addressing its labour market needs by selecting 1,133 candidates through its Provincial Nominee Program on December 10, 2025. The province focused exclusively on individuals already employed in Canada with confirmed job offers from Ontario employers.
The selection covered three distinct pathways designed for different categories of workers, with particular emphasis on filling critical gaps in healthcare and early childhood education sectors, while also supporting economic development in smaller communities across the province.
The Ontario PNP latest draw was held on December 10, 2025. A total of 1,133 candidates from the OINP Employer Job Offer were invited to apply for Canada permanent residence (PR).

A total of 427 foreign workers received invitations through this pathway, split between regional development priorities and essential service occupations.

International students who completed their education in Canada accounted for the largest share, with 692 invitations distributed across priority occupations and regional initiatives.

The smallest allocation went to workers in critical trades and service positions, with all invitations directed toward regional communities.

The December selection reveals Ontario's clear priorities for 2025. Healthcare professionals and early childhood educators accounted for 1,057 of the total invitations, representing over 93% of all nominations. These workers were selected from both the Foreign Worker and International Student categories.
Meanwhile, 76 candidates benefited from the REDI initiative, which channels skilled workers toward smaller Ontario PNP communities facing acute labour shortages. This regional development program extended across all three employer job offer streams.
A mandatory requirement for this round was physical presence in Canada at the time of selection, indicating Ontario's preference for candidates already contributing to the local economy and familiar with Canadian workplace culture.
