The government of Quebec introduces its 2026–2029 immigration plan to respond to the province’s labour requirements.
On June 6, 2025, Quebec revealed that its immigration plan for 2026 to 2029 will focus on managing integration capacity and demands for workforce in different regions. This includes new targets for temporary and permanent immigration along with updates to the Quebec Skilled Worker Program (QSWP).
For the first time, Quebec has decided to temporarily set immigration numbers, including a proposal to cut the number of workers and students by 13% by 2029.
It’s meant to relieve pressure on services provided by the government, while at the same time fulfilling different economic needs across areas.
To manage Quebec’s long-term capacity to welcome new residents, three options for reducing permanent immigration are proposed:

| 3 | 45,000 immigrants | 10% |
Priority will be given to candidates already living in Quebec, who speak French and meet labour market needs based on the Quebec In-demand Occupation List.
As of July 2025, people meeting the requirements can be invited through the PSTQ program.
Who Should Be the First Ones Invited?
Applicants are required to check if they are still interested in proceeding with Arrima if they have input their interest before November 29, 2024.
From now on, Quebec will not accept any new applications under the Quebec Experience Program (PEQ).
Those who have already applied will have their applications reviewed.
The deadline has been set at Dec 31, 2027.
More effort is being made to help and mix refugees who are currently in the province.
