Quebec Unveils 2026–2029 Immigration Plan to Address Labour Market Needs

The government of Quebec introduces its 2026–2029 immigration plan to respond to the province’s labour requirements.

On June 6, 2025, Quebec revealed that its immigration plan for 2026 to 2029 will focus on managing integration capacity and demands for workforce in different regions. This includes new targets for temporary and permanent immigration along with updates to the Quebec Skilled Worker Program (QSWP).

Important elements of Quebec Immigration Plan

For the first time, Quebec has decided to temporarily set immigration numbers, including a proposal to cut the number of workers and students by 13% by 2029.

  • Temporary Foreign Worker Program (TFWP)
  • International Student Program or ( ISP)

It’s meant to relieve pressure on services provided by the government, while at the same time fulfilling different economic needs across areas.

3 Scenarios for Permanent Immigration Levels

To manage Quebec’s long-term capacity to welcome new residents, three options for reducing permanent immigration are proposed:

Priority will be given to candidates already living in Quebec, who speak French and meet labour market needs based on the Quebec In-demand Occupation List.

PSTQ Invitations Begin July 2025

As of July 2025, people meeting the requirements can be invited through the PSTQ program.

Who Should Be the First Ones Invited?

  • People who currently live in Quebec
  • French-speaking professionals
  • People who have traveled or studied in Asia may be given preference.
  • Occupations listed on the Quebec In-demand Occupation List.
  • Persons who excel at what they do.

Applicants are required to check if they are still interested in proceeding with Arrima if they have input their interest before November 29, 2024.

Temporary Pause to All PEQ Streams

From now on, Quebec will not accept any new applications under the Quebec Experience Program (PEQ).

  • The graduate stream will not accept applications till November 30, 2025.
  • Temporary foreign workers are still not being accepted under this program.

Those who have already applied will have their applications reviewed.

Sponsorship of refugees has been temporarily suspended

The deadline has been set at Dec 31, 2027.

More effort is being made to help and mix refugees who are currently in the province.

Important Client Information

PSTQ (Quebec Skilled Worker Program)

  • Must have an updated Arrima Expression of Interest (EOI).
  • Past PRTQ applications will still be reviewed under old rules.

PEQ Applicants

  • Applications submitted before suspension are not affected.
  • Adding family members (spouse, children) is still allowed.

Refugee Applicants

  • Valid applications already submitted will be reviewed.
  • Those selected can continue their Canada PR process.
