Quebec invites 58 new skilled immigrants in latest draw

As of August 11, Quebec has invited 58 immigration candidates to apply for a permanent selection. The candidates with a valid job offer outside the territory of the Communauté métropolitaine de Montréal received invitations.

The new draw is the 9th draw that was held in 2022. Quebec has been consistently conducting draws since the beginning of this year and till date a total of 2,640 applicants have received the invitation to apply for a permanent selection by the province of Quebec. 

Candidates who applied under the Regular Quebec Skilled Workers Program and who filed an Expression of Interest in Quebec's Arrima Portal online registration got an invitation. The candidates who apply for Expression of Interest and get approved receive a Quebec Selection Certificate (QCS) which can eventually help them apply for a Canadian permanent residence with the Federal Government.

What is Quebec's Arrima portal?

Canada's Immigration Levels Plan 2022-2024, tabled in Parliament on February 14, 2022, with the following permanent resident admission targets: 431,645 in 2022 (range: 360,000-445,000) 447,055 in 2023 (range: 380,000-465,000) 451,000 in 2024 (range: 390,000-475,000) aims to invite skilled immigrants from around the globe under various immigration categories. 

The Arrima is one of the immigration categories under the Quebec Provincial programs and was introduced in 2018. The Arrima portal was launched to handle the pool of candidates for the RSWP and to manage the application intake system that earlier took applicants on a first-come first-served basis.

The applicants are first required to create an Expression of Interest profile through RSWP after which they are placed along other candidates in the pool. MIFI then issues a Notification of Interest Letter to the top-ranking candidates which depends on various eligibility requirements and Quebec's labour market demands. The candidates who are invited to apply for permanent selection should submit a complete application along with the supporting documents and the application fee within 60 days of the period. 

How does the Quebec Expression of Interest work?

  • Through Arrima, candidates submit an online expression of interest profile.
  • The expression of interest pool accepts profiles, which are compared to one another using a points system and are valid for 12 months.
  • Periodic draws are used to choose the top applicants who score high as per the Quebec points calculator for a Certificate of Selection under the Quebec Skilled Worker Program.
  • After obtaining an invitation, candidates have 60 days to complete their applications.
  • Candidates who have been given the go-ahead and have been issued a nomination certificate (CSQ) may next apply to the federal government for permanent residence in Canada.
