There’s a common misconception in Canada Immigration that some provinces are “easier” than others to immigrate to. Well, that’s not entirely true.

Any province can be the easiest to immigrate to if you meet all the eligibility criteria of the Provincial Nominee Program (PNP) that you are applying for. But!

A majority of the provinces in Canada have their uniquely-managed PNP streams - tailored to meet the specific needs of each province. A provincial nomination from a PNP stream that is linked to the Express Entry System automatically awards an additional 600 points to the Comprehensive Ranking System (CRS) score. There are numerous options available to you depending on your personal situation. Let’s go over some of the most popular ones.

If you don’t have a job offer

The Ontario Immigrant Nominee Program (OINP) is your first option. The Ontario Human Capital Priorities (HCP) stream is a more popular choice among immigrants without a job offer. The Ontario HCP has five streams linked to Express Entry - and has been actively issuing ITAs to apply for Canada PR through frequent Express Entry draws. While a job offer is not required, you are however required to have an active Express Entry profile and relevant work experience to be considered for a provincial nomination.

Your second option is the Saskatchewan Immigrant Nominee Program (SINP). There are two streams managed under the SINP that do not require a job offer The Saskatchewan Express Entry-linked stream which requires you to have an Express Entry profile and the Saskatchewan Occupation In-demand stream which is perfect for candidates with at least one year of experience in an occupation in demand in Saskatchewan.

Lastly, the Nova Scotia Nominee Program (NSNP). The NSNP is one of Canada’s most extensive and innovative PNPs. The NSNP frequently searches the Express Entry pool to find candidates with work experience in a specific occupation that is in demand in Canada. There are three enhanced streams managed by the NSNP: Nova Scotia Experience: Express Entry, Nova Scotia Labour Market Priorities, and Nova Scotia Labour Market Priorities for Physicians.

If you’re a tech worker

There are two popular PNP pathways for Tech Workers operated by the provinces of Ontario and British Columbia.

Ontario periodically conducts targeted tech draws within its Express Entry-linked HCP stream. These occupation-specific draw targeted candidates with work experience in one of the six designated tech occupations such as Computer Engineering and Web Designers. No job offer is required.

Whereas, British Columbia’s Tech Pilot selects candidates to apply for a provincial nomination - on an almost weekly basis. A job offer in one of the 29 designated tech occupations is an eligibility requirement for the pilot.

If you have experience in the province

Many PNPs in Canada have streams that benefit candidates with certain experience in a province or territory. For instance, the Manitoba Provincial Nominee Program (MPNP) Skilled Workers in Manitoba and Skilled Worker Overseas streams - prefer candidates with academic and employment work experience in Manitoba. MPNP’s International Education Stream also has three sub-streams for candidates who have studied or graduated from Manitoba’s post-secondary institutions.

If you speak French

Apart from the French-speaking province of Quebec, there are other provinces in Canada that are on the lookout for Francophobic or Bilingual applicants. OINP’s Express Entry-linked French-Speaking Skilled Worker allows Ontario to select candidates from the Express Entry pool that are French-speaking skilled workers with strong English language skills - among other criteria.
