New Quebec RSWP Invitation Round Welcomes 998 Candidates

On November 24, the Minister of Immigration, Francization, and Integration (MIFI) conducted a new Quebec Regular Skilled Worker Program (RSWP) draw.

The draw was targeted to potential candidates with academic and employment experience in Quebec Immigration In-demand Occupation list – and a valid job offer outside the territory of the Montreal Metropolitan Community.

The November 24th draw saw invitations being issued to 998 skilled workers to apply for permanent selection. Candidates had to have their profiles in the Arrima Expression of Interest (EOI) system with scores equal to or greater than 603 points.

This is the 13th draw Quebec has held in 2022 – and the first draw in the month of November.

What’s next?

Candidates invited to apply for a permanent section in this invitation round, now have 60 days to submit their complete application. Provided that the provincial government receives the required information that includes forms, documents, and processing fees – candidates with a complete application can expect a processing time of 6 months.

Quebec’s RSWP eligibility criteria

Determined by ministerial order published in the Gazette officielle du Québec, invitations for permanent selection are sent according to one or more criteria:

Criteria related to Human capital

• Proficiency in French.
• Combined proficiency in French and English.
• Age.
• Employment experience.
• Academic experience.

Criteria related to the labor market in Quebec

• Workforce diagnosis.
• Field of training.
• Quebec diploma.
• Employment experience in Quebec.
• Employment experience in the rest of Canada.
• Valid job offer.

Criteria related to Spouse (if applicable)

• Proficiency in French.
• Academic experience.
• Quebec diploma.

Other criteria

• The destination region in Quebec.
• Profession practiced.

The above-mentioned criteria may be scored. The scores will then be used to classify candidates in the Expression of Interest pool.

Immigrating under Quebec’s RSWP

Quebec’s Regular Skilled Worker Program (RSWP) was established for candidates wanting to permanently work and live in Quebec.

Similar to Express Entry’s Federal Skilled Worker Program (FSWP), candidates wanting to apply under the RSWP must declare their interest in moving to Quebec by completing an Expression of Interest (EOI) form through an online portal.

The Minister of Immigration, Francization, and Integration (Ministère de l’Immigration, de la Francisation et de l’Intégration) regularly selects candidates from the pool – and invites them for permanent selection in a subsequent invitation round.
