Newfoundland and Labrador has conducted its second PNP draw of 2025, issuing 328 Invitations to Apply (ITAs) to eligible candidates across the Newfoundland and Labrador Provincial Nominee Program (NLPNP) and the Atlantic Immigration Program (AIP). This draw took place on May 8, 2025, and is part of the province's recently introduced Expression of Interest (EOI) system.

New EOI System

On February 19, 2025, Newfoundland and Labrador officially transitioned to a new EOI-based application intake model for all economic immigration streams. Under this system, candidates are now required to submit an Expression of Interest (EOI) through the province’s Immigration Accelerator platform in order to be considered for nomination.

Information Required in EOI:

  • Occupation
  • Education background
  • Language proficiency
  • Intent to live and work in Newfoundland and Labrador

Once submitted, the EOIs are reviewed by the Office of Immigration and Multiculturalism (OIM), which selects candidates based on their potential to meet the province’s labor market needs — especially in in-demand sectors such as healthcare, skilled trades, and education.

Recent Changes and Allocation Updates

In a recent negotiation with the federal government, Newfoundland and Labrador secured 1,000 additional nominations for its PNP, bringing the province’s total allocation for 2025 to 2,050 economic immigration nominations, plus an additional 290 humanitarian spots.

This is part of the province’s efforts to manage high demand for immigration while ensuring newcomers are aligned with its long-term economic and demographic priorities.

NLPNP Processing and Priority-Based Selection

With the introduction of the new EOI system, Newfoundland and Labrador has shifted away from a first-come, first-served model to priority-based processing. The province is now focusing on inviting candidates:

  • Already living in Newfoundland and Labrador,
  • With job offers in rural or remote communities, and
  • Working in high-demand occupations.

Candidates invited through NLPNP must apply for nomination within 60 days. If nominated, they can apply for Canada PR through IRCC. Those applying via Express Entry-aligned streams must maintain a valid profile and await a federal Invitation to Apply (ITA).

About the NLPNP and AIP

The NLPNP and AIP are pathways that allow Newfoundland and Labrador to select skilled immigrants to meet local labor demands. While most streams under these programs require valid job offers, the EOI process now applies to all economic streams — a move mirrored by other provinces such as Alberta, which introduced a similar model in 2024.
