Special Work Permits For Manitoba PNP Candidates

On April 15, 2025, Manitoba announced a two-year Manitoba-specific extension to facilitate work permits for prospective Manitoba Provincial Nominee Program (MPNP) candidates.

Now, starting April 22, 2025, Manitoba has begun accepting applications for support letters under this new policy, enabling prospective MPNP candidates whose work permits expired in 2024 or 2025 or will expire in the next 45 days to apply for a two-year Manitoba-specific work permit extension.

Candidate Criteria

The temporary policy is valid till December 31, 2025 and applies to candidates who meet one of the following scenarios:

  • They held a valid work permit on May 7, 2024, which has now expired, and have applied for a new work permit under section 200 of the Immigration and Refugee Protection Regulations, or
  • They held a valid work permit on May 7, 2024, which has now expired, and have applied for an extension to stay in Canada as a temporary resident under section 181, or
  • They held a valid work permit on May 7, 2024, which has now expired, and have applied for restoration of their temporary resident status under section 182, or
  • They were authorised to work under paragraph 186(u) of the Regulations on May 7, 2024, and the work permit extension is either pending or approved, and have applied for a new work permit under section 200, or
  • They were authorised to work under paragraph 186(u) of the Regulations on May 7, 2024, and the work permit extension is either pending or approved, and they have applied for an extension to remain in Canada as a temporary resident under section 181.

In addition to the scenarios and criteria listed above, candidates who want to apply for consideration under this policy must also demonstrate that they meet all the following conditions:

  • They had a valid Manitoba Provincial Nominee Program (MPNP) Expression of Interest (EOI) profile on January 15, 2025, and still have a valid EOI profile at the time of the application.
  • They were living in Manitoba before January 15, 2025, and have continued to live there without interruption.
  • They are currently working in Manitoba for an employer who is willing to provide a letter of employment.
  • They intend to settle in Manitoba as a Canada PR holder.

How to apply for this consideration?

Candidates who meet the above-mentioned criteria may apply for a support letter from Manitoba by completing an online submission form that will be available as of April 22, 2025. To be eligible for a support letter from Manitoba, candidates must submit all of the following documents. Incomplete applications will not be accepted:

  • A letter of employment from their current employer.
  • A copy of their current work permit, proof of authorisation to work in Canada, or evidence that they held a valid work permit as of May 7, 2024, and have since applied to restore their temporary resident status under Section 182 of the Immigration and Refugee Protection Regulations.
  • A copy of their Expression of Interest (EOI) profile.

Immigration, Refugees and Citizenship Canada (IRCC) will accept applications under this temporary policy until December 31, 2025. However, Manitoba reserves the right to limit the number of support letters it will issue.
