In fact, it is justified to refer to these levels as a standardized scale to define language fluency. CEFR levels are mandatory to avoid all those vague terms such as beginner, intermediate and advanced while testing an applicant’s language proficiency. This international standard to measure language fluency began in Europe and is also called the Common European Framework of Reference. CEFR level acts as an appropriate medium to cover the difference in distinct scoring systems for a language. For instance- An applicant who got 7-8 bands in IELTS is considered a proficient user in language tests with a C1 level in CEFR. The highest level in the English language test is C2 and can be attained by scoring 8.5 or 9 in the IELTS exam.
